Diem Ho, aka The Phoenix ( Yi Dai), is the only lead to the theft of an experimental bio-toxin. Agent Ryan Burke (Ray Dunnison) knows that The Phoenix orchestrated the heist but was betrayed by Akkayan who now poses a signifcant threat to global security. Burke makes a deal with The Phoenix to sabotage Akkayan's operation at the core. The agenda is very clear: decrypt and seize $27 million in assets, thus compelling the terrorist to surface. If only it were that simple.

When a duo of professional assassins extract him from custody, The Phoenix must use his wits and his unique skillset to read and react to the events around him, finding some leverage to use to his advantage. Hot on his trail, however, is Burke, who finds himself drawn into the web of deception and betrayal. Burke's gut instinct tells him that Akkayan is behind the daring escape but while running down leads he is unknowlingly implicated in the conspiracy and is, himself, the target of an internal investigation led by a shady CIA liaison.

With the eniment threat of a major bio-terrorist attack on North America looming, standing on the brink of an ecological nigthmare, one simple notion is brought sharply into focus.
